Board Accomplishments

On Nov 18th, 1998, Dr. Ingram became the 5th African-American to have been elected to serve on the Miami-Dade County School Board.

The Honorable School Board Member Dr. Ingram oversees the largest district in the Miami-Dade County School System covering a 42.7 square mile radius, with 50 schools. He chairs the 5000 Role Model for Excellence Program and Community, Alternative Education, and Student Support Services. In addition, he serves as a member of the Education & Curriculum Committee, Federal Programs and Grants Administration, and the Value Adjustment Board. On May 16th, 2001, Dr. Ingram was selected as the Board's representative on the Council of Great City Schools.

Dr. Ingram believes that creating a safe learning environment is one of the most essential elements in fostering student's academic growth.

Dr. Ingram's "Read to Lead" initiative is the hallmark of his commitment to create viable life-long reading habits in students in District 1. To date, over 1000 Dr. Bob 'Read to Lead' certificates have been awarded to students from Skyway Elementary School, Opa-Locka Elementary School, Nathan B. Young Elementary School, Myrtle Grove Elementary School, Oak Grove Elementary School, Scott Lake Elementary School, Biscayne Gardens Elementary School, Fulford Elementary School, and Brentwood Elementary School. On June 7th, 2001, Dr. BoB's "Read to Lead" was on tour with Myrtle Grove Elementary, Nathan B. Young Elementary and Skyway Elementary on a two-day Black History Tour to St. Augustine that culminated at Universal Studios, FL.

Since his inauguration to the Board, Dr. Ingram has proposed items dealing specifically with school safety and narrowing the achievement gap. The following highlights his Board's policy initiatives:

  • February 24th, 1999, Dr. Ingram introduces an item for the Board to direct the Superintendent to use volunteer Reserve Officers to assist the Division of School Police in enhancing school safety.

"As long as crime threatens our schools, the Miami-Dade County School Board must use all reasonable and responsible means of protecting students, employees, guests and property. One effective and low-cost way is to use certified police officers as volunteers to assist the Division of School Police in routine and emergency school related incidents."

  • March 17th, 1999, Dr. Ingram introduces an item for the Board to receive a Report on "Direct Instruction," a curricula designed to improve standardized test scores for inner city schools.

"This curricula has succeeded by defying all the fashionable theories of educational reform. However, the discussion of this instrument is not intended to imply that it is a silver bullet remedy but an innovative and encouraging teaching method."  Dr. Ingram.

  • April 13th, 1999 Dr. Ingram introduces an item requesting endorsement of "Stop Day: Enough is Enough".

"Originally conceived by State Rep. Frederica S. Wilson, Stop Day is envisioned as a day to empower students to band together in a unified effort to rid campuses of violence. Through this effort, our student's and staff dramatically proclaim that violence and weapons will not be tolerated in Miami-Dade County Public Schools."  Dr. Ingram.

  • May 12th, 1999, Dr. Ingram introduces an item for the establishment of an ad-hoc committee for the development of a comprehensive plan for safety, violence prevention, and the programmatic placement of Juvenile Offenders who are students in Miami-Dade County Public Schools.

"The committees' charge will include recommendations which potentially could affect changes in the Florida Legislature, as well as Miami-Dade County Public School's disciplinary policies. Committee members will be asked to suggest strategies for conflict resolution training, counseling,proactive and reactive disciplinary procedures, as well as in-service training for staff members." Dr. Ingram.

  • March 6th, 2000, Dr. Ingram introduces an item encouraging the effective use of signs located in close proximity of Miami-Dade County Public Schools to promote the safety, comfort and well being of students who use the streets, roads and highways to and from school sites and to reduce distractions and obstructions from signs which would adversely affect the intellectual, social and moral development of school children.

    "Advertising in its various forms has had a significant impact on contemporary behavior and attitudes. Commercial outdoor advertising, like other forms of mass communication, has at times addressed subject matter and/or contained visual depictions which may be inappropriate for young children. These messages are often inconsistent with certain standards as conveyed by the family and schools. As recent events have demonstrated, all parties involved in the education of our children must guard against influences that negatively impact their intellectual, social, and moral development." Dr. Ingram.

  • August 23rd, 2000, Dr. Ingram introduces an item that directs the Superintendent to investigate the feasibility of providing necessary funding for full implementation of programs in Mediation, Peace, Tolerance, and Violence Prevention across the district.

"As a Board member with considerable experience in law enforcement,I believe that the seriousness of the recent episodes, most notably in a students-on-student racially-motivated attack, highlights the necessity of exploring all means possible for attenuating violence. I ask my Board colleagues to join me in requesting a review and recommendation for further programs to combat violence. Safety must remain the primary concern of the Board for the protection of its students and staff. Without urgent measures, schools will not be able to function as centers for learning and growth. Rather, they will function for many as contagions of fear and Stress-related illnesses." Dr. Ingram.

  • February 14th, 2001, Dr. Ingram introduces an item directing the Superintendent to conduct a review  of the Title 1 program to identify best practices and develop six pilot programs for Title 1 students.

    "Information from the June 2000 Title 1 Evaluation Summary Report for 1998-99 concluded that Title 1 students' current levels of achievement are systematically lower than their counterparts who attend more affluent schools. This pattern is seen on traditional standardized tests as well as the new criterion referenced tests administered as part of the Florida Department of Education Assessment Program. It is imperative that we begin to develop non-traditional Title 1 systems to meet the unique needs of the district's Title 1 students." Dr. Ingram.

  • May 15th, 2001, Dr. Ingram introduces an item that directs the Superintendent to facilitate the obtainment and utilization of computerized floor plans for Miami-Dade County Public Schools in the event of an emergency or natural disaster.

    "The objective is to deliver a user-friendly program that incorporates school floor plans, neighborhood site plans, interior/exterior photographs, faculty information and tactical notes that complies with Florida Statutes 235.192 (Coordination of School Safety Information, Construction Design Documents)."

  • July 11th, 2001, Dr. Ingram introduces an item for the Board to direct the superintendent to require newly hired teachers who have not passed a general knowledge test, which is required for state certification, such as the College Level Academic Skills Test (CLAST), to participate in training courses offered by the Teacher Education Center, a condition of employment.
  • August 22nd, 2001, Dr. Ingram presents an item for the Board to direct the superintendent to determine the strategy for collaborating with the Foundation for Democracy in Africa towards establishing sister school partnerships and student exchange programs with schools in Africa.
  • March 13th, 2002, Dr. Ingram presents an item for the Board to direct the superintendent to recommend a process to encourage staff’s development of innovative and cost-effective food-service delivery.
  • October 23rd, 2002, Dr. Ingram presents an item requesting authorization to examine the commission for Florida Law Enforcement Accreditation process for the Miami-Dade Schools Police Department.
  • October 23rd, 2002, Dr. Ingram introduces an item for the Board to direct the superintendent to examine the curricula of schools designated as performance grade “F”.
  • October 23rd, 2002, Dr. Ingram introduces an item for the Board to direct the superintendent to develop a plan to amend the budget to salvage the paraprofessional program.
  • November 20th, 2002, Dr. Ingram introduces an item for the Board to direct the superintendent to develop a plan to amend the budget to salvage the paraprofessional program.
  • December 11th, 2002, Dr. Ingram introduces an item for the Board to direct the superintendent to develop a plan to amend the budget to salvage the paraprofessional program.
  • February 12th, 2003, Dr. Ingram introduces an item for the Board to direct the superintendent to provide a report outlining the initiatives, interventions, and strategies used in Miami-Dade County Public Schools that maximize the success of our students’ passing the Florida Comprehensive Assessment Test (FCAT), especially as a safeguard that third graders are not left behind.
  • February 12th, 2003, Dr. Ingram introduces an item for the Board to direct the superintendent to provide a report outlining the initiatives, interventions, and strategies used in Miami-Dade County Public Schools that maximize the success of our students’ passing the Florida Comprehensive Assessment Test (FCAT), especially to ensure that High School Student’s Graduate with a Standard Diploma.
  • February 12th, 2003, Dr. Ingram introduces an item for the Board to direct the superintendent to have staff design and publish a magazine profiling all of the Teacher of the Year Nominees and Winners on an annual basis.
  • March 12th, 2003, Dr. Ingram introduces an item for the Board to direct the superintendent to develop additional procedures to increase the participation of minority, women, and small businesses.
  • March 12th, 2003, Dr. Ingram presents an item for the Board to direct the superintendent to initiate rule making procedures to implement a policy to restrict guns on Miami-Dade County Public School grounds.
  • June 18th, 2003, Dr. Ingram introduces an item for the Board to direct the superintendent to implement a thirteenth-year dual enrollment program as an additional Florida Comprehensive Assessment Test (FCAT) Remediation Initiative.
  • July 9th, 2003, Dr. Ingram presents an item for the School Board to approve the 1st School Board sanctioned Student travel to Africa (Kigali, Rwanda).
  • February 11th, Dr. Ingram presents an item for the School Board to authorize the superintendent to direct staff to enhance the current Language Arts/Reading Professional Development Components to include instructional strategies focused on vocabulary acquisition and use of Standard English to be implemented beginning with the 2004-2005 school year.
